Rakip Suli was born in Dibër on September 22, 1965.

He completed his higher studies at the Faculty of Law, “Luigj Gurakuqi” University in Shkodër. He also holds a Master of Science degree from the same university in “Private and Business Law.”

During the 2013–2017 and 2017–2019 legislatures, he served as a Member of the Parliament of Albania for the Socialist Party of Albania, representing the Tirana District. During this time, he was a member of the Committee on Productive Activity, Trade and Environment, as well as Chairman of the Albania–Czech Republic Friendship Group. Before serving as a Member of Parliament, Mr. Suli was engaged in private entrepreneurship and business.

Mr. Suli has stood out in promoting and strengthening the values of his place of origin, by co-founding and serving as Deputy Chairman of the Association of Dibra Intellectuals from 2006 to 2010. During the same period, he also served as Chairman of the Editorial Board of the newspaper Rruga e Arbërit.
