Administrative and demographic development of Kamza

Kamza had a rural administrative status, a commune, until 1996. In that year, due to demographic, socio-economic and urban developments, it was transformed into a local administrative unit with the status of a first-level municipality. Kamza, as a first-level local administrative unit, is administratively divided into: the Urban Center (city), the Bathore Administrative Unit and 5 rural administrative divisions: Valias, Laknas, Frutikulturë, Zall-Mner and Bulçesh. The democratic changes after 1990 allowed a massive migration of citizens from all over the country to the main cities. This phenomenon also affected Kamza, where many residents from the north and northeast of Albania moved to this area.

The average age of the population is 27 years, more than a third is under the age of 15 and 62% of the rest belong to the age group 14-60 years.
The third age accounts for 8%.
The number of families in Kamza reaches approximately 20,000.
The birth-death ratio is 5:1.
All major religious faiths are present: Muslim, Catholic, Orthodox and institutions of worship, church and mosque. Today, Kamza, due to demographic growth, has become one of the six largest municipalities in the country, which continues to undergo comprehensive changes and at very high rates.

Population census

The decisive step for the population census in these years has been its complete computerization. This has brought a significant positive impact for the Municipality of Kamëz. Now, all the data contained in the fundamental registers have been transcribed into the national system, NCR. Various certificates and acts, such as birth, marriage, death, corrections, materials, etc. are printed directly from the system. The work performed by the employees is transparent to citizens, which has also been made possible by the appropriate environment created for services to citizens. The establishment for the first time of the complete system of addresses and street naming has influenced the complete legalization of families, because every family that seeks to obtain a residence permit in Kamëz is required to have the exact residential address (from Urban Planning), with street name, apartment number, and voting center number.

This has also brought about standardization, the preparation of the necessary infrastructure for the compilation of voter lists as accurately as possible and within the legal deadlines. The establishment of a more accurate system of population and voter registration in their polling stations has minimized the demographic confusion created years ago due to the movement of citizens from their countries of origin, their complaints and disputes. Such a registration has also led to the elimination of bureaucracy in relation to service to citizens, the creation of efficient conditions to enable the further increase in the accountability of Civil Status Office employees and the quality of service, since every action performed is automatically saved.

Legalizations

The population census was accompanied by the process of registering informal housing and facilities and preparing complete documentation for legalization in the Kamëz Municipality, based on law no. 9895, dated 10.4.2008 “On some amendments and additions to law no. 9482, dated 3.4.2006 “On the legalization, urbanization and integration of unauthorized constructions” approved by the Albanian Parliament to centralize the entire process of legalization of informal constructions, started in the years 2005 - 2006, with the self-declaration process as a beginning, to then continue with the preparation and submission of completed files and submitted to the ALUIZNI Directorate, Tirana District. The legalization files have included all areas of the territory of the Kamëz Municipality, such as Bathore 1, 2, 3, 4, 5, 6, 7; Kamëz-Qendër 1, 2, 3, 4, 5; Frutikulturë, Valias, Laknas, Bulçesh and Zall-Mner. In total, there are 12571 files that have been submitted to ALUIZNI. During 2007 - 2008, when the local government, based on the previous law, had the competence to verify the files.

The Municipality of Kamëz has measured 3003 informal buildings, which were then forwarded to ALUIZNI by the Tirana Region, assisting this institution in the progress of the legalization process. After this, the cooperation of the Municipality of Kamëz with the ALUIZNI Directorate has been continuous, both in the field and in the correspondence between the institutions. Already, over 7500 buildings in this area have been transferred to the official notebooks to continue the procedures with the payment of invoices calculated based on the construction area for the apartment and the area of ​​the land confirmed with the floor plan and master plan by ALUIZNI. Meanwhile, the process continues for the rest of the declarations for the finalization of the legalizations. The completion of The legalization process is important both for the legalization of citizens' property, as well as for the municipality's income for its investments in the city's urban development process.
